September 3 is Australian National Flag Day which celebrates the day, the then Prime Minister, Edmund Barton, announced the results of a competition to select a national flag for Australia.
&amp;#160;
The Nationals Member for Riverina, Kay Hull, said September 3 is a great day for the community to show their Australian spirit and fly the National flag with pride.
&amp;#160;
“Our flag is flown around the world as an emblem of our nation and our people,” Mrs. Hull said.
“As a nation we can identify with the flag, whether that is on the sporting field, on national days of celebration and mourning, or in times of peace and war.
&amp;#160;
“The Southern Cross reminds us of our unique position in the world as it can only be seen in the night skies of the southern hemisphere. The Commonwealth Star represents the federation of the six states and territories,” Mrs. Hull said.
&amp;#160;
Merchant Navy Day is also celebrated on 3 September. While the Australian Red Ensign is the official flag flown at sea by Australian registered merchant ships, on this day, organisations and individuals commemorating Merchant Navy Day are free to fly the Australian Red Ensign.

Mrs. Hull said “The Nationals’ newly released official policy platform clearly stated:

The Nationals will provide support to growers who want to establish a fair system for the marketing of wheat in order to maximise returns for the national crop.
&amp;#160;
“This policy platform, which The Nationals will take to the next election, was unanimously endorsed at the recent Federal Council meeting Saturday 22 August.
&amp;#160;
“Regardless of Victorian delegates amending a wheat marketing motion, The Nationals clear policy position, endorsed by the party, is to leave the door open for the return of a single desk arrangement.
&amp;#160;
Mrs. Hull went on to say “we will continue in strong support for those who wish to establish a grower owned and controlled orderly marketing system, and I will not take a backward step.”
&amp;#160;
“The NSW Farmers conference recently affirmed their support for a single desk, with delegates voting 80% in favour of a grower-owned and controlled not-for-profit marketing entity.
&amp;#160;
Mrs. Hull said “I could not be any more firm in my support for the vast majority of growers in my electorate whose desire is a return to a single desk. This is reflected across all wheat growing districts. The Nationals will pursue this in the best interests of those growers.”

The Australian Competition and Consumer Commission have the responsibility of ensuring that exporters of Australian wheat are provided with fair and transparent access to grain ports used to access wheat.
&amp;#160;
The ACCC have stated they are seeking greater clarity and transparency for Australian wheat exporters.
&amp;#160;
Further details of the ACCC’s feedback on the port operators’ access arrangements are available on the ACCC website via the For Regulated Industries and Wheat Export links.
&amp;#160;
The ACCC are accepting submissions from interested parties on its draft decisions and on the ACCC’s proposals for improvements. Submissions close September 3 2009.

The Nationals Member for Riverina, Kay Hull, today said how pleased she was concerning a motion passed at The Nationals Federal Council calling on the Government to amend food labelling legislation.
The motion read:

That the Federal Council of The Nationals calls on the Federal Government to introduce food labelling legislation to clearly identify Australian produce using a standard colour label that identifies the proportion of raw product that is Australian grown and the proportion that is Australian cost including manufacture.
&amp;#160;
“For years I have been collaborating with industry to modify current labelling requirements to a standard which is more accurate and understandable,” Mrs. Hull said.
“The Nationals are urging the Government to make these changes to ensure the Australian public can clearly interpret the content and origin of their purchases.
“These changes are urgently needed to protect our local produce and local businesses.
“The differences between Australian Made, Australian Produce, and Product of Australia is not often understood.
“People’s intent to purchase local products may in fact lead them to buying a product grown overseas but packaged locally.
“The intent of this resolution is to make it easier for the consumer to make that distinction,” Mrs. Hull said.

The Nationals Member for Riverina, Kay Hull, today said that while she welcomed the Government’s decision to examine separately the Horticulture sector with the new award modernisation process, many other sectors are equally deserving of the same reprieve.
“Although this will be of a great relief to the horticulture industry, many local Riverina jobs are still under threat because of Labor’s so-called “modern awards”,” Mrs. Hull said.
&amp;#160;“Those still affected by the new awards are people who work in corner pharmacies, newsagents, aged care facilities and most family owned small businesses.
“The Minister’s latest move to possibly spare the horticulture sector from massive job losses is evidence that the new laws are not working and this entire process must be suspended.
“The Coalition today was shut down by Labor when they tried to enter into a discussion of this issue in the House of Representatives,” Mrs. Hull said.

“14 of their 30 staff members are currently completing Australian Apprenticeships and since 1979 they have had close to 100 employees complete an electrical Australian Apprenticeship.

Grants of up to $5,000 to purchase equipment and cover the cost of petrol are now available to non-profit organisations under the 2009 Volunteer Grants program, The Nationals member for Riverina, Kay Hull, advised today.
&amp;#160;
“I encourage all non-profit organisations to apply for the grants,” Mrs. Hull said.
&amp;#160;
“Our local voluntary groups contribute so much to the Riverina communities with an amazing amount of personal time and resources donated by individuals just to keep these organisations going,” Mrs. Hull said.
&amp;#160;
Since 2001, non-profit organisations in Riverina have been able to apply for grants to support their work and in recognition of the valuable contribution volunteers make to their communities.
&amp;#160;
Local community organisations can apply for a grant of between $1,000 and $5,000 to help purchase a variety of equipment to assist the work of volunteers.
&amp;#160;
In previous years, organisations have used the grants to purchase items such as first aid kits, gardening equipment, microwaves and printers.
&amp;#160;

The Rudd Government’s decision to pay $1.95 million per annum to the CEO and Chairman of their illusive National Broadband Network company is another example of Labors’ reckless spending, The Nationals Member for Riverina, Kay hull, said today.
&amp;#160;
“Specifically my concern is this company has no employees, no customers, no revenues and does not provide a single service to anybody,” Mrs. Hull said.
&amp;#160;
“The decision to commence payments to the CEO and the Board would lead one to believe that the company is actually in function mode, but the situation could not be further from the truth.
&amp;#160;
“It will not be known if the NBN project is viable, or can even be developed until the completion of an implementation study in February next year at the earliest, which I will add is costing the Australian tax payers at least $480,000 per week.
&amp;#160;
“This is on top of the salary bills, including the CEO’s $1.95 million per annum or almost $40,000 per week and the $450,000 per annum being paid to the other five part-time directors.

While there are significant challenges at home in Australia, figures about global poverty are disturbing. In our international region, around 400,000 children are still not making it into a primary school and 64 out of every 1,000 children are dying before the age of five. 
&amp;#160;
The Community Call to Action program will provide grants of between $25,000 and $150,000 to community groups, professional and peak bodies, membership-based not-for-profit organisations and networks as well as small businesses, to run a range of innovative community awareness activities.
&amp;#160;

The NSW Labor decision to cut funding to the Cootamundra Base Hospital was raised in Federal Parliament yesterday as a Matter of Public Importance, The Nationals Member for Riverina, Kay Hull, said today.

The Shadow Minister for Health and Ageing, the Hon. Peter Dutton, raised the issue in Parliament saying that since the Government had been elected 18 months ago nothing had been done to improve our health system, and cited the Cootamundra Hospital as an example.

&amp;#160;
&amp;#160;Mr Dutton – “Let us assess just what this government has done. The government and ministers can spin all the stories they like about the supposed wonderful things that they have done in health, but the truth is that, rather than fix hospitals, the Prime Minister has made them worse. And the truth in health is there for all to see in the streets of towns not very far from where we are today. Let me take the Australian people to the streets of Cootamundra, where hundreds of people are protesting this afternoon about the state of health under Kevin Rudd and his state Labor mates. They are protesting about the bleak future of their local hospital. Two weeks ago the Greater Southern Area Health Service in New South Wales told doctors at Cootamundra that their funding would be slashed this financial year—slashed by more than $600,000 from the budget of last year. Cootamundra has a skilled medical staff. It is a town that has two obstetricians, two general surgeons and other qualified staff. But the disastrous decision by Labor could rob this community of that expertise.
&amp;#160;
Under Rudd Labor, those doctors have been told that they will have to slash the number of medical procedures that they carry out this financial year by more than half. If this decision holds, three of these doctors have indicated they will have to leave the town so that they can practise somewhere where they can keep their skills current. The people of Cootamundra believe that this is simply the thin edge of the wedge and that, with surgery cuts, admissions will fall and, if admissions fall, the hospital may well close. That is how this Rudd government has gone about fixing public hospitals over the last 18 months.
&amp;#160;
It is ironic that earlier this year the health minister was actually in Cootamundra to open a primary health centre. It was, she said, a blueprint for cooperation between community, private investors and input from government. You can almost hear the sound of the sincerity. One wonders how the people of Cootamundra consider the input from this government this afternoon. Cootamundra is not alone. Apparently a secret government report is calling for emergency surgery at Mount Druitt Hospital in Western Sydney also to be scrapped. The situation at Blacktown Hospital in Sydney’s west is so bad that even a state Labor MP is saying that lives will be lost.”

&amp;#160;
Special Disability Trusts have made it easier for families of children with severe disabilities to make private financial provisions for their family member’s future care and accommodation needs without being affected by social security means testing.
&amp;#160;
“The Trusts have certainly been a major step forward, but there is still more that can be done to enhance and expand the capacity for families to save for their future needs.
&amp;#160;
It is important for individuals and families with an interest to make submissions so no unintended consequences are suffered.
&amp;#160;
Copies of the consultation paper can be obtained from www.treasury.gov.au.&amp;#160; The consultation period ends on Monday 31st August 2009.

Changes to the seat of Riverina will potentially see Cootamundra LGA go to Hume electorate, whilst Tumut, Tumbarumba, Hillston, and Lake Cargelligo LGA’s would come into Riverina.
&amp;#160;
Mrs. Hull made particular mention of the AEC’s comments, which recognised the incredible contributions made by so many individuals and Shire Councils from regional areas. 
&amp;#160;
“I would like to thank everyone who took the time to make a submission from the Riverina and for their amazing campaign to keep all seats in regional NSW. This is a huge win for country areas.” 
&amp;#160;
The AEC specifically recognised this concerted campaign of regional residents stating:
&amp;#160;
“The majority of suggestions related to retaining all rural and regional electoral divisions. Approximately 70% of all suggestions involved requests by rural residents to consider the difficulties they experienced in accessing their local Member of Parliament (MP) and to also consider the problems faced by their MP in dealing with a widely dispersed constituency.”

Mrs. Hull stated she was very proud of the fact that of the 124 submissions made to the AEC, contributions from Riverina residents, Council’s and businesses were by far the greatest bloc of any particular group.

            Mrs Hull said that Wagga Wagga, Griffith and Leeton have all had an increase in the number of job seekers receiving Newstart Allowance and Youth Allowance. 
            “The most alarming figure is Leeton’s, recording a 9.1% increase from May to June.
            “Wagga Wagga has increased by 2.3% and Griffith has increased by 3.2%.
            &amp;#160;“Total job seekers in NSW receiving support from Centrelink have increased by 2.7 per cent and nation wide by 3.5 per cent.

“Cargill-Beef are currently employing some workers from overseas on 457 visas in order to run their production at full labour capacity,” Dr. Stone said.
&amp;#160;
“Since February, Cargill-Beef have recruited 72 Chinese immigrants in positions of boners and slaughters, positions they could not fill from the local labour market.
&amp;#160;
“Cargill-Beef have demonstrated best practice in their innovative and worker inclusive orientation and education processes.
&amp;#160;
“It is often not understood that local jobs rely on companies like Cargill-Beef to be at full capacity. If there is not enough labour there is potential for shifts to be reduced thereby affecting local employees.
“In order for an employer to be apporved to use 457 visas they must first demonstrate a history of local recruitment and training efforts, meaning they must make a real attempt at employing local workers.
&amp;#160;
“The 457 visa is a pathway to permanent migration, where the workers are expected to stay and settle here in Australia.
&amp;#160;
“I have commended Cargill-Beef for the time and resources they have invested into making the Chinese workers feel at home, both in the workplace and in the local Wagga Wagga community, which is vitally important for this immigration process to be successful.
“Because of the shrinking employment opportunities across Australia it is vitally important that new settlers are provided with appropriate assistance to allow them to adjust properly, which is an issue Kay and I have discussed at length.
&amp;#160;
As part of Dr. Stone’s visit to Wagga she took the opportunity to meet with Mrs. Hull and local service providers to discuss what further measures are needed to ensure new settlers are appropriately assisted to adjust.

Dr. Stone said she is concerned with the Rudd Government’s city centric policies as examplified with the recently proposed changes to Youth Allowance and the current broadband scheme.
&amp;#160;
“The Labor Government wants to change the immigration policy so that all new settlers are initially placed in the cities, meaning rural and regional communities miss out on funding for health, education services and employment support programs.
&amp;#160;
“Kay has certainly championed the resources of the local community making it an exceptional place for immigrants to live, but she and I both know additional resources are desperatley needed; a challenge with the current city focused Government.
&amp;#160;

Parents are being urged to take particular care not to leave their babies unattended even for a moment in or near water.
Each year, on average, five Australian children who are less than five years of age drown in bath tubs, The Nationals Member for Riverina, Kay Hull, advised today.
&amp;#160;
“Tragically, these children die while their parents are out of the room or distracted for as little as a minute,” Mrs. Hull said.
&amp;#160;
Mrs. Hull who is a Royal Life Saving Keep Watch Ambassador urged parents to be especially careful at bath time with their babies during winter.
&amp;#160;
“When it’s cold, parents worry about their children getting sick, so often they will just go to grab an extra towel from the cupboard, thinking about the best interests of their child,” Mrs. Hull said.
&amp;#160;
“Sadly, in over 80 per cent of drowning deaths in bathtubs, the child was already bathing when they drowned.
&amp;#160;
“We know that when children are very young they make lots of noise when they’re tired or hungry or need changing. However drowning is swift and silent and is not accompanied by splashing or crying out.
&amp;#160;
“I am asking all parents in the Riverina to go to the Royal Life Saving website and download a free bath time safety fact sheet – it might save your child’s life,” Mrs. Hull said.
&amp;#160;
&amp;#160;Royal Life Saving offers the following bath time tips to parents:
&amp;#160;
•&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160; Before running a bath, have all equipment ready – towels, pyjamas, slippers.
&amp;#160;
•&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160; If you have a mobile phone or cordless phone, bring the phone into the bathroom. Or, better still, let the phone ring and ignore the doorbell while the children are in the bath.
&amp;#160;
•&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160; DO NOT LEAVE the bathroom without taking your child with you at all for any reason.
&amp;#160;
•&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160; Never leave an older child with the responsibility of looking after a younger child.
&amp;#160;
·&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160; After bath time ensure the bath tub is drained immediately and keep the bathroom door closed when not in use.
&amp;#160;
•&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160; Bath seats or bath aids are not substitutes for constant adult supervision.
&amp;#160;
•&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160; Knowing resuscitation is crucial – enrol in a resuscitation class today.
&amp;#160;
•&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160; Introduce your child to water through familiarisation classes.

The Australian of the Year Awards recognise and honour Australians that demonstrate excellence in their field, contribute significantly to their community and the nation and who are inspirational role models for us all.

The Awards operates at two levels - state/territory and national.&amp;#160;State and territory selection committees select four finalists for each award category, with one of these finalists becoming the state/territory award recipient.&amp;#160;State/territory award recipients then become the national finalists for the awards.

Nominations are now open for the 2010 Australian of the Year Awards in four categories:
